He's already getting me to hate him, but I'm not exactly pissed. Although I AM thinking of eventually putting in a fight between him and Riku...Not soon, of course, maybe after Minato's d-bag personality f*cks someone over. Probably either Sora or Riku. And I'm certain that Minato is in SOME way going to f*ck someone over.

IMO it is a bit OP. The most OP thing I would do is a Deflect Almighty or less. Yes I am learning about Persona lol

No offense, but apparently you're not learning much. Almighty is a spell type, typically starting with Megido. It's the same as Fire, Ice, etc, except that there are...as far as I can remember, two enemy types in all of P4 (and none in P3) that resist it, and I believe there isn't anything that blocks it. You seem to be under the impression that it's a level of spells, although I'm just guessing that being that you used the phrase "or less." So, there really isn't anything less than Almighty, because technically, they're all on the same tier.

When I think Almighty... I think mass destruction (a tiny Ground Zero.) Point of absolute no return. When I say Deflect I mean cut damage in half and/or make it non-OHKO. Perhaps a staggering wound/ limb loss.

Doc, in Persona, it is possible to deflect attacks. I believe there is a spell that will reflect a single spell or attack before breaking, but some Shadows and Personas have an innate ability to Repel an element. Repel Almighty would work like this:
>Enemy Shadow casts Megidola
>Repel!
>Enemy Shadow is hit by their Megidola
See, this is how it breaks down:
Weak
[Normal]
Strong
Block
Repel
Drain
Weak means that, when hit by that element, the target will take more damage AND be knocked down.
Normal is unnamed, but it just means that there is no special reistance or weakness.
Strong means that the attack won't deal nearly as much damage. In the orignal SMT games, you would lose turns if you hit an enemy with an attack that they resist. This is not the case in Persona.
Block means that the attack won't work, regardless of how strong or weak it is.
Repel means that any attack of that element will be deflected back on its sender. If the caster uses a multi-targeting spell, and it is reflected by multiple enemies, IT WILL MULTI-HIT THE CASTER, which is often dangerous, or even fatal. If an attack is Repelled, but the caster has Repel for that element, too, then they will simply Block the Repel'd attack.
Drain means that the damage will be absorbed and converted into healing.
There are the four elements of Fire (Agi) Ice (Bufu) Wind (Garu) and Electricity (Zio). Then, there are Physical Attacks, treated as their own element. In Persona 4, all Physical Attacks as one element, but in the previous games, they were split up. In P3, there was Slash, Strike, and Pierce. Before that, there was also Gun, and some additional elements, like Force and Water... and Megido Skills were Nuclear, rather than Almighty. Ignore the first two Persona games in this regard.
Then there's Almighty. It is not present on weakness charts, as nothing is supposed to be able to resist it, in most cases. It is never Repel'd, Block'd, or Drain'd, nor is it Weak. I have heard that Death has random resistances, and sometimes Almighty is a part of that, but he's DEATH. He is an exception to the general rule.
Also, this doesn't really hold true outside of Persona. From what I hear, Devil Survivor - for example - has Almighty treated as any element, just that it's in a different class altogether.
Think you understand now? Because the explanation is a bit hard to take in, but it's not hard to understand when you've been playing the game, and facing the enemies and exploiting their weaknesses.

If Death itself cannot Repel Almighty, I don't think Gray Fox or Raiden could. I bet Igor could do it... but I'd be terrified to see him get off his chair. And I think Philemon can do it, but, you know, he's a GOD. And he GAVE you the power you use to attack him with. He stops your ultimate attack and counters it. So, basically, anything short of Igor or Philemon cannot do more than resist it.

No. Almighty breaks through all blocks, including Makarakarn, the spell Nebula is thinking of.
Also, Nebula, Devil Survivor does not treat Almighty as its own element, per se. There are only a few spells that use it. Drain, Holy Dance, Megido, Megidolaon, and as a field spell, Megidoladyne. It can't be blocked, resisted, drained, or repelled, except with one skill: Anti-All. Skill description: 50% damage from all attacks (No Almighty). This is the only way to resist Almighty damage. Hope that clears things up!

You could have him Resist Almighty, I'd be okay with that. It's just, Almighty itself doesn't include Fire, etc, so they'd be fair game. Also, I think Raiden-Blake would be just a bit too 90s for Kingdom Hearts.

IIRC Raiden was first in MGS2 which was in 2001. I may be wrong.

You forget Gray Fox. Raiden's Cyborg-Ninjahood happened because they realized how badass Gray Fox was as one, and that it was a terrible mistake to kill him off so easily. MGS was made in the 90s. Ergo, GrayFox-Blake is too 90s for Kingdom Hearts. Raiden-Blake would be a mess of contempt and f*cked-up negative emotion. Given the nature of Kingdom Hearts, he'd become something akin to Vanitas, or something, since that mcuh negativity tends to warp reality and create monsters.
In short, do that, and you'll either have to play it very, VERY carefully, make him turn into a villain, or make him look out-of-place, due to the whole KH-logic regarding the heart.

Dude, just try to think of a similar concept that fits in with Kingdom Hearts. I've thought of a way, it's just that it involved an insane cult with mad scientists, a two-century-long proceedure, and a lot of therapy for said person. Very percussive therapy. And the best part is, none of you could know what I'm referring to, because it hasn't happened yet, and it's gonna be a while before it does!
Seriously, though. Just try to tailor the concept to fit in. Here's your test: If it could appear in Kingdom Hearts without you wondering what the hell Nomura's drinking, then it could work.
