<Y'know, I had a good ol' rant ready about how that spell seems particularly...overpowered. Then it got erased. The gist of it is, I've never seen a game with more than what I'd consider 5 tiers of magic. In terms of Final Fantasy:
Standard level
-Ra
Ga
Ja
Flare/Holy/Ultima
Hell, Kingdom Hearts...where, let's not forget, THIS STORY TAKES PLACE, only has three: Standard, Standardra, Standardga. Long story short, we are utterly breaking the system here, and this kinda thing is the reason why. It's like inserting the Spirit Bomb into Zatch Bell. It doesn't work within the context of the story unless you add some plot contrivance.>

<Well, here's Skife's basic level system for BM spells:
1: Standard level
2: -ra
3: -ga
4: Tier 2 spells (Holy, Ultima, Flare, Tornado, etc.)
5: -ra of those spells
6: -ga of those spells (Ultimara goes here as well)
7: Concurrences (They're from FFXII, so just do a google search)
8: -Blast/Storm Spells (Just shiftable forms of the above) (Ultimaga is here)
9: Ultimate Spells (These spells are most of the final forms of the spells above)
10: ??? (Reserved especially for Apocalypse (the ultimate damage-based spell) and one other spell))

<And you went wrong somewhere around number 5. Ultima is the single most powerful spell in most FF games. With the obvious exception of VI, in which it's Kefka's weakest attack. Ultima, Flare, and Holy are spells that should not have -ra or -ga attached to them. I don't feel like googling Concurrences...partially because I really don't like FFXII, and partially because I've played Dissidia and know what Luminescence is.
That being said, it's fine if you bring in these "Concurrences," but please, nerf them. As I said, Ultima is meant to be THE most powerful spell. I'm okay with Apocalypse being stronger because...well, let's see what happens when I end the world, but aside from that...please restructure this a bit.>

<Yeah... Well, I can get rid of the level up's for Ultima, and have it jump straight to Apocalypse, instead of having those intermediary spells. As for Holy, I'll keep those spells there, as Holy is the only FF light spell in the game, and if I jump straight to Luminescence, well, as Concurrences are going to be nerfed... And, when I say Flare, I mean the fire elemental spell from XI, not the non-elemental one.>

<Alright, that makes sense. And I wasn't saying get rid of Holy, Flare, Meteor, or anything like that. I was just saying that it's incredibly broken if the single most powerful spell normally accessible in the game...was only 40% of his maximum.
And regarding Flare...I never personally viewed it as non-elemental. I would always forget that it wasn't Fire...so I'm also perfectly okay with it being fire-attribute, especially so if, as you say, it is indeed Fire in one of the games. I wouldn't know, I never played that one in particular.>

Skife finished his dinner quickly, the training from his years on the run through the worlds becoming apparent. He stood up. "Thank you very much, that was the best meal I've had in ages. Granted it's the only meal I've had in ages, but still, delicious. I'm going to go train." Skife pushed his chair in and went to the training room to train.
